The Provincial Nominee Program (PNP) is one of Canada’s most effective pathways for skilled workers, entrepreneurs, international graduates, and family members to gain Canadian permanent residence by settling in a specific province or territory.

The PNP allows Canadian provinces and territories to nominate eligible foreign nationals who wish to settle in that province and contribute to its economy. Once nominated, applicants can apply to Immigration, Refugees, and Citizenship Canada (IRCC) for permanent residency.

How the PNP Process Works

Each Canadian province and territory except Quebec operates its own PNP stream, aligned to meet its local economic and labor market needs.

Expression of Interest (EOI):
Submit an EOI to the province of your choice outlining your qualifications and settlement plan. 

Receive a Provincial Nomination:
If selected, you will receive a nomination certificate from the province.

Apply for Permanent Residence:
With the nomination, apply to IRCC for permanent residency under the Provincial Nominee Class.

Who Is Eligible for PNP Canada?

To qualify for a Provincial Nominee Program, applicants typically must:

  • Have relevant skills, work experience, or qualifications needed by the province
  • Intend to live and work in the nominating province as a permanent resident
  • Demonstrate their ability to economically establish in Canada
